The following plan images are a new concept. Please spend time reviewing this design.
I could not fit all your requests into this plan, but I believe the pricing will be close to
your budget.

Top view of the kitchen. This plan does not incorporate a work triangle,
but can work rather well. The range was located on the outside wall for
venting purposes.

This view shows the range with a powerful hood above.
Note the furniture toe kick ( many styles are available ).
I used a beaded panel door ( Lafayette ). The wall cabinets
are hung to 96" plus crown molding. If the base cabinets are raised
the range may require a base to sit on ( not shown ).

This view shows the refrigerator near the dropped down island seating.
The microwave cabinet has an appliance garage below which may be
used to house small appliances or a small TV.

This view shows the apron style sink. Over the sink is an open plate rack cabinet.
Note the optional tall storage with mullion glass doors to the right.
The doors above the radiator could be made as a single drop down door to achieve
a kind of secretary desk concept. I did not raise the dishwasher. It seamed that
raising the dishwasher would break up the counter top too much.

This is a better view of optional tall cabinets. The use of the
tall cabinets may increase your investment figure beyond
where you wanted to be. These units could be ordered
at a future date if needed.
The mullion doors would be prepared for your glass.

The kitchen size does not allow for a lot of island possibilities.
This view shows a proposed island with dropped table seating.
The table counter could be tile, butcher block, granite, etc.

This view shows the front of the island without chairs.

This view shows the island from behind. The cabinet back
could be a flat panel ( as shown ) or beaded board.
Design # 2

The island was modified to have a book shelf on the end and the counter was
raised to one level. An optional beaded back may be applied.

The L-shape has changed... The refrigerator was moved...

The tall cabinet was moved to the right of the second window.
